Councilman Pete Cabrera, 54 years old will vacate his Council seat in November 2012 vacate, is one of the candidates who in late March launched his candidacy for Mayor of Doral. "We have to focus on projects that place families as a priority. We need more parks, a pool, recreational and cultural programs", explained the Insurance and Human Resources Consultant. He emphasized that; "To achieve this goal without raising taxes we must be fiscally responsible".

Gabriela Mayaudon, ex-Venezuelan Congresswoman and current director of the “Mesa de Unidad” in Florida (Organization in charge of Uniting behind one Candidate against Chavez in upcoming Presidential elections in Venezuela), announced that they had created a group called Venezuelans for Pete Cabrera made up of politicians, businessmen, artists, journalists and athletes - that supports the Cuban-American candidate.

"We are supporting him because we believe that he is a man who has track record and experience, that is needed to be a mayor," said Mayaudon. "I do not need that the Mayor be Venezuelan and I think Luigi does not have the political experience necessary for this position, which is totally different than business experience."

The ex-Venezuelan Congresswoman also indicated that the Venezuelan voters already know what can happen if you make a mistake with your vote that is why she analysis very carefully her alternatives before she goes into a voting booth. "And it is not enough just say vote for me, I'm the best; the mistake we made 12 years ago now makes us look at very carefully who our vote is going to."

Necesitamos mas parques, una piscine, programas recreacionales y culturales”, explico el consultor de seguros y recursos humanos. “Para poder lograr este objectivo sin aumentar los impuestos a los ciudadanos debemos ser fiscalmente responsables”, puntializo.

Gabriela Mayaudon, exdiputada por Proyecto Venezuela y directora de la Mesa de la Unidad Democratica en el circuito electoral de Florida, anuncio que se ha creado un grupo denominado Venezolanos con Pete Cabrera- conformado por politicos, empresarios, artistas, periodistas y deportistas – que apoya al candidato cubano-americano.

“Lo estamos respaldando porque consideramos que es un hombre que tiene trayectoria y experiencia, que es los que necesita un alcalde”, dijo Mayaudon. “Yo no necisto que el alcalde sea venezolano y creo que Luigi no tiene la experiencia politica necesaria para esta posición, lo cual es totalmente diferente a la experiencia empresarial”.

RESOLVIENDO EL ENIGMA DE LAS PERSONALIDADES

Las Personalidades
¿A veces le es difícil entender su propias emociones y conducta? ¿Hay situaciones en la cual el comportamiento de tu hijos, tu cónyuge o de otra persona le impacienta o peor le da ira?  La respuestas a estas preguntas se encuentran en estudio mas antiguo del compartimiento humano. Hace mas de 2000 anos, Hipócrates también noto estas diferencia y descubrió que había cuatro personalidades o estilo de compartimiento humano naturales que tenia un gran influencia sobre nuestra conducta diaria. Hipócrates pensaba que la personalidades estaba basada el los fluidos que una persona tenia en el cuerpo; sangre, flema, vile amarillo y vile negro. Através de los siglos a existido un debate si la conducta humana es un producto de nuestra naturaleza o crianza.   La ciencia moderna ha podido comprobar la influencia que tiene nuestra naturaleza en nuestras vidas.  Aunque la teoría de Hipócrates de los fluidos estaba incorrecta, si estaba correcto el gran impacto que tiene la naturaleza en nuestra conducta diaria.  Los estudiado ha demostrado que nuestra personalidad natural impacta nuestras necesidades emocionales, como procesamos información, si somos activo o tranquilo, hablador o callado y hasta lo sociable que somos. Nuestras personalidad determinar cuales son nuestras fortaleza y debilidades naturales.  La influencia de nuestra personalidad es la razón porque a veces nosotros no entendemos nuestra propia conducta.  Es la razón porque a veces se nos hace tan difícil contralar ciertas emociones o reacciones.   Muchas veces las tensiones en una relaciones es por las diferencias en las personalidades de dos personas.

Las Cuatro Personalidades  
Las cuatro personalidades han sido estudiada por muchas personas através de los siglos y muchos le han dado diferentes nombres pero todas significan básicamente lo mismo.  En los tiempos de Hipócrates las nombraron Colérico, Sanguíneo, Flemático, y Melancólico.  En el 1928, William Marston el inventor de el detector de mentira, creo el modelo llamado “DISC”.  Yo personalmente uso el modelo de “DiSC” para explicar las personalidades.  Las cuarto personalidades son Dominante, Influyente, eStable, Concienzudo.  Cada una tiene sus necesidades emocionales, prioridades, fortaleza y debilidades diferentes. El conocimiento de las personalidades nos facilita entendernos a nosotros mismos mejor para poder enfocarnos en nuestras fortalezas y lograr nuestro máximo potencial.  Igual de importante es que nos permite a entender las necesidades y fortaleza de otros para poder tener mejor relaciones con la personas que nos rodean.  En este columna no hay el espacio para explicar el tema en detalle pero puede ir a www.hrsoftskills.com para mas información en ingles.

Cuidad Doral Interview - Responses

I would like to start by thanking the community of Doral for the priviledge of serving them for the last 9 years.   In spite of any challenges, it has been a great honor.  I also want to thank Cuidad Doral News for the opportunity to address their readers and answer questions that I believe are very important to the future of our city.    

Why do you want to be Mayor of Doral?  
 To answer this question I must provide some background.  I have lived in Doral for 23 years and love this community.  My children grew up here and I believe Doral is an amazing city.   Ten years I ago, while looking at the reasons as to why Doral had not become a City, it led me to, for the first time in my life, become involved in the political process. I helped create One Doral, a community based organization.  After becoming involved I also realized that the community could dramatically benefit if we were our own city. I then created and was the President of the Political Action Committee “Yes to the City of Doral," the organization that actually helped incorporate the City.

Most people are tired of political agendas and special interests.  I do not believe in politics as usual.  I am here to make a difference.  I am not a career politician simply trying to be in any public office or climbing the political ladder.  I have no intentions of serving anywhere else after I complete my service to this city as Mayor.  My sole purpose is to ensure that we complete the mission that was started 10 years ago and that we continue to build upon the great foundation that this community has created.  I believe I have what it takes to take Doral to the next level.

What are the greatest assets that you bring to the people of Doral, if elected mayor?
 I believe that I bring several unique assets to the people of Doral.  First and foremost, my strongest asset is my integrity.  My actions, not just my words, have consistently shown my willingness to defend the interest of this community above my own, no matter what the personal cost.

 Secondly, my knowledge of and experience in our City government. No other candidate has this very valuable asset. You can’t know where you are going, if you do not where you have been.  Although new ideas are important, we must have someone who has an understanding of our foundation.  

Third, a good working relationship with the County is critical to deal with many of the issues impacting Doral, including transportation.  My strong relationship with our County Commissioner Pepe Diaz, most of the County Commissioners and the County will allow to re-establish a cordial working relationship that will greatly benefit Doral.

Forth, my professional background with more than 32 years of experience as an entrepreneur provides me the ability to continue to streamline our City to ensure that we operate more like that private sector than a government bureaucracy.   This experience also provides me the ability to work closely with the Doral and International business community.  

Fifth, my experience in the Human Resources field as well as Behavioral Style Training provides me the knowledge and unique ability to ensure that the city administration is operating an efficient, positive, and productive workplace.

Why should a Doral resident vote for you?
Because I am the only candidate with the unique combination of integrity, knowledge, and experience as well as a proven track record of service, action and results.  Together with the entire Council, the staff and the community I will help take Doral to the next level and continue to make Doral the premier place to live, work, play and learn.

How would you rate the job of Mayor Juan Carlos Bermudez as Doral’s first Mayor?
At the time the city incorporated, the Mayor was the only one of the original Council members with experience and knowledge of government. The Mayor’s background and experience as a Political Science Major, Attorney and service on County Boards were invaluable in creating the policies that have shaped the solid foundation of our City.

Are you willing to continue the traffic light cameras program or will you do away with it? Why?
 Traffic accidents, including Red Light violations, are possibly the largest public safety issue in our City.  The research I read prior approving the Red Light cameras indicated that they help reduce violations over time.  My main issue with the cameras is that they should be about Public Safety, not generating revenue.  I proposed a Resolution, which unfortunately was not supported by the City Council, which would have required that any profits generated by the Red Light Cameras be set aside to be used only for Public Safety issues.  In my opinion, the future of the cameras should depend on whether they are being effective in reducing violations.   At the end of one year of operations we will make this determination.

How are you planning to deal with the political tensions that currently exist at city hall?
 I believe the key word in your question is “political”.   During the last several years, because I stood in the way of certain political agendas I became the target of unjust and completely untrue political attacks.  Throughout it all I have taken the high ground and have been publically respectful of others.  I have made it about the defending the interests of the community I was elected to serve, not about any individual.

In order to remove tension in any environment the first thing that must exist is respect.   We must do is establish an environment of respect starting from the top down.

To eliminate as you clearly state, “political tensions”, we must first remove the “politics” out of City Government. Political tensions are created when personal and political agendas come before the interests of the city.  Second, city employees must never be part of or drawn into the political process; this would ensure a balance of power and protect the interests of the community.  Third, every member of the Council must be empowered to fulfill the responsibilities they were elected for.  By doing this we are not only enriched by the strengths of each member but this also eliminates tension by creating an environment of mutual respect.

Are you planning to bring any changes to the Police Department?
 First, it is important to remember that in our city's form of government, the Mayor does not decide or directly bring changes about on their own.  The City Manager is the person responsible for the day-to-day operations and performance of every department, including the Police Department.  The Mayor and City Council’s responsibility is to ensure that every department is serving the needs of community the best way possible.  Our Police Department has been facing some serious challenges that must be addressed and resolved by the Manager.  This is an urgent issue that must be addressed sooner than later; it is my hope that it will be resolved way before next year's election.

How will you approach the city’s budget during your first year as mayor? Will you be pushing for any cuts?
In our city's form of government, the City Manager prepares the Budget and the Mayor and City Council approves it. The Council has the power and ability to change, deny or approve any line item.

During the last two years I have voted against the entire budget.  I want to return to the fiscal responsibility we displayed during the first five years of our city, during which we managed to accumulate over $50 million in reserves.  It is important for the Council to once again be provided backup information that supports budget line items.  The reason for this is because for example, during the last budget process there was a line item that simply stated: “New City Hall Furniture, $2 million”.  No explanation was provided for what it would be spent on or why it was needed.  

This being said, there are great opportunities to make cuts without reducing the level of service to our community.  This is important to continue to providing new services and missing infrastructure without having to increase taxes.

Which is the number one problem or priority Doral, as a city, is facing at this time? How are you planning to deal with it?
There are some issues such as traffic and lacking infrastructure that are ongoing and we will always have to be working on.  However, I look forward to hearing from constituents what they feel are the pressing issues facing our community.  It would be my first and foremost goal to work alongside the Council to always keep the residents' interests as Doral's interests.

Do you feel it is time to bring some new faces to the politics of Doral or do you feel there are benefits in having candidates who have been in office before?
I believe that we need both new individuals as well as individuals with experience and knowledge of our City Government.  This ensures that we continue to provide continuity and creativity.  You must know where you have been to know where you are going.  I believe that experience in our city government and knowledge of its history is crucial in the office of the Mayor, which is why I am running.

Deepening Project of Port of Miami Channel Threaten


In the last edition I shared information about the expected economic growth in Miami-Dade County as a result of increase cargo due to the widening of the Panama Canal.  The widening will permit ships with larger capacity to go through the canal, lowering the cost of freight.  In order to handle these mega ships the channel at the Port of Miami must be deepen.  Unfortunately currently a lawsuit and orders from an Administrative Judge is delaying that from occurring. A group has filed a lawsuit claiming that the sludge being dredged from the bottom of the Port of Miami channel will have a negative environmental impact. As a result an Administrative Judge has now halted the dredging. I do not support a project that will hurt our environment but it is important to note that this project has passed all the necessary government agency approvals, such as the Army Corps of Engineers. These government agencies review and analyze these projects to ensure that no project will have a negative impact.  They are very strict in their reviews.  In Doral many may remember the long delay there was several years ago in getting the permits for the Catholic Church here, Our Lady of Guadalupe.  Many thought it was the City permits that was delaying but it was that the Army Corps of Engineers permits had accidentally been allowed to expire and it took them almost 3 years to re-permit the land.

If this delay of the dredging continues, it could delay the economic recovery in Miami-Dade.  During my recent trip to Tallahassee this topic was discussed.  The good news is that the Governor and the State Legislators clearly understand how critical the issue is and are currently working on legislation to override this action. I highly encourage that you contact the governor, your State Representative and State Senator to share how important you consider this project is to Miami Dade County and thank them for their proactive effort to ensure the deepening of the Port of Miami Channel is completed.  I am confidant that working together, we will make this a reality.  Beyond this we must all become better educated in understanding how Miami-Dade can benefit from these changes and share this vision with everyone.


El Projecto para Profundizar el Canal del Puerto de Miami esta en Peligro
En la última edición compartí información sobre el crecimiento económico esperado en el Condado Miami-Dade a resultado de la carga debido a la ampliación del Canal de Panamá. La ampliación permitirá que los buques con mayor capacidad puedan ir a través del canal, reduciendo el coste del transporte de mercancía. Para poder manejar estos buques con mayor capacidad, el canal en el Puerto de Miami tiene que ser más profunda. Desafortunadamente en la actualidad una demanda y las órdenes de un Juez Administrativo está retrasando que se realice. Un grupo ha presentado una demanda alegando lo que están dragando del fondo del canal del Puerto de Miami tendrá un impacto ambiental negativo. Como resultado de esto un Juez Administrativo se ha detenido el dragado. Yo no apoyo a un proyecto que hará daño a nuestro medio ambiente, pero es importante señalar que este proyecto ha superado todas las aprobaciones necesarias de las agencias gubernamentales, tales como el Cuerpo de Ingenieros. Estas agencias del gobierno a revisar y analizar los proyectos para garantizar que ningún proyecto tendrá un impacto negativo. Son muy estrictos en sus revisiones. En Doral muchos pueden recordar el retraso se produjo hace varios años en conseguir los permisos para la Iglesia católica, Nuestra Señora de Guadalupe. Muchos pensaron que era de los permisos municipales que se retrasaba, pero era lo que los permisos del Cuerpo de Ingenieros se habían accidentalmente vencido.   Les llevó casi 3 años para volver aprobar los permisos de la tierra.

Si este retraso del dragado continúa, podría retrasar la recuperación económica en Miami-Dade. Durante mi reciente viaje a Tallahassee este tema fue discutido. La buena noticia es que el gobernador y los legisladores estatales comprendan claramente lo importante que es el situación y actualmente están trabajando en la legislación para anular esta acción. Le recomiendo a que se comunique con el gobernador, su Representante de Estatal y su Senador Estatal para compartir con ellos o ellas, la importancia que tiene este proyecto para el Condado de Miami Dade y darles las gracias por su esfuerzo proactivo para garantizar la profundización del puerto de Miami Canal se ha completado. Yo tengo confianza de que si trabajamos juntos, vamos a hacer esto una realidad. Más allá de esto todos debemos estar mejor educados en la comprensión de cómo de Miami-Dade pueden beneficiarse de estos cambios y compartir esta visión con todos.

Doral in 2012 & Beyond – A Very Bright Future


As we begin this New Year our nation is facing one of the most challenging economic times of the last century.  Lately in the news we hear a lot about Casinos and the positive economic impact they would have on South Florida.  For some reason there is not as much mentioned about what I think will be the real economic boom of the next decade, Cargo and Logistics.  Currently the Panama Canal can handle ships with a capacity of 4800 TEU, which basically means (4800) 20ft containers but it is being widen to handle mega ships with a capacity of 12000 TEU by 2014.  It is expected that initially the majority of mega ships will have a capacity 9600 TEU.  This increased capacity will reduce shipping charges between 25-30%.  In order to handle these 9600 TEU Mega Ships the Port of Miami needs to be deepening.  The project already started and will be completed before 2014.  The only deep-water ports capable of handling these ships will be Miami, Norfolk, VA and New York. In addition to the deepening of Port, all the necessary improvements to the container yard are being made to handle the ship, including new mega cranes.

But there is much more.  The rail bridge that connects the Port of Miami to the mainland,is now being repaired after being inoperable since 2005 and scheduled to re-open by 2013.  It is be designed so the trains will be double stacked and only take 90 seconds to cross Biscayne Blvd.  This will allow container to leave the port directly north or come to the Intermodal Hub just east of Doral at approximately 70th Avenue.  This will provide and alternative transportation for containerized cargo.   In preparation for the increased cargo, Florida East Coast Railways, owner of the rail and intermodal, will be building large warehouses on the south end of their property between NW 25th and 36th Street.

Another improvement due to start soon is the completion of the NW 25th Street Flyover/Viaduct.  That is what appears like the bridge to nowhere and stops in mid-air on the east side of the Palmetto on NW 25th Street.  When completed this will allow quick and direct access from the Airport Cargo and the intermodal to NW 25th Street at 84th Avenue.

The good news is that Doral will be at the epicenter of this boom.  Doral already has the largest volume of Cargo Companies, Freight Forwarders and Logistics Companies. So we are positioned to capitalize on this tremendous growth that is expected to double cargo in 5 years and create more 33,000 jobs.

Al comenzar este nuevo año, nuestra nación se enfrenta a uno de los momentos económicos más difíciles del siglo pasado. Últimamente en las noticias escuchamos mucho acerca de los Casinos y el impacto económico positivo que tendría en el sur de Florida. Por alguna razón no se esta mencionado acerca de lo que creo que será el verdadero boom económico de la próxima década, de carga y logística. Actualmente, el Canal de Panamá puede recibir buques con una capacidad de 4.800 TEU (que básicamente significa 4.800 contenedores de 20 pies), pero se está ampliando para manejar buques grandes con una capacidad de 12.000 TEU en 2014.  Se espera que en un principio la mayoría de los buques grandes tendrá una capacidad de 9.600 TEU. Esta mayor capacidad reducirá los gastos de flete entre el 25-30%.  Para poder recibir estos buques grandes de 9600 TEU, el Puerto de Miami tiene que ser profunda. El proyecto ya se inició y se completará antes de 2014. Los únicos puertos de aguas profundas capaz de manejar estos boques grandes serán Miami, Norfolk, Virginia, y Nueva York. Además de la profundización de Puerto, tambien todas las mejoras necesarias al patio de contenedores se están haciendo, incluidas las nuevas grúas grandes.

Pero hay mucho más.  El puente de ferrocarril que conecta el Puerto de Miami con el continente, está siendo reparado después de ser inoperable desde el año 2005 y está previsto que vuelva a abrir en 2013. Se ha diseñados de una manera que los trenes serán de doble altura y sólo va demorrar 90 segundos para cruzar Biscayne Blvd. Esto permitirá contenedor para salir del puerto e ir directamente para el norte o ir a la Intermodal Hub justo al este de Doral en aproximadamente 70ta Avenida. Esto proporcionará una alternativa para el transportede carga en contenedores saliendo del puerto. En preparación para este aumentó  en la carga, Florida East Coast Railways, propietario del ferrocarril e intermodal, va a construir unos grandes almacenes en el extremo sur de su propiedad entre la calle 25 del NW y la 36.

Otra de las mejoras que debe comenzar pronto es la terminación del Viaducto / Sobrevuelo de la Calle 25. Una vez completado esto permitirá un acceso rápido y directo desde el Aeropuerto de Carga y la intermodal de NW 25th Street en 84a Avenida.

La buena noticia es que Doral se encuentra en el epicentro de este auge. Doral ya cuenta con el mayor volumen de Empresas de carga, transitarios y empresas de logística. Por lo tanto, Doral están en condiciones de aprovechar este enorme crecimiento que se espera que se duplique la carga en 5 años y crear 33.000 puestos de trabajo más.
